Keep the existing slug and filesystem path as graph-library for continuity, but change the displayed workstream name to chart library. This gives us the right language without forcing a risky path migration through the planning system.
The M1 plan should be published as one initiative with a small set of dependent tasks rather than a loose checklist. That makes the milestone easier to explain and execute.
Dashboard composition belongs inside M1 because isolated chart quality is not enough for pilot readiness. The pilot needs coherent multi-chart surfaces, even if the dashboard patterns remain basic at this stage.
